But there is a second Vietnam which is directly behind those scenes. It is full of proud people who - despite being communists beforehand - don't make use of a huge apparatus as other countries are said to do. However, it has also to be said that you might see a lot of smiling people in the streets, without paying them to do so or their anticipation of a thick wallet which is likely to be ripped off by them (as in other countries they are said to do so).
